Job Description and Duties

Under the direction of the Information Technology Manager I (ITM I), the incumbent acts as a broadcast studio audiovisual expert responsible for installing, maintaining, and supporting the technical equipment, systems, and infrastructure necessary to produce and deliver high-quality broadcast services to the Legislature. The incumbent is responsible for the ongoing support of the broadcast studio including all daily operations, planning and coordination, and ensuring that the technical equipment and systems are maintained, tested, and readied for seamless and reliable performance. The incumbent performs complex problem analysis, design, and consulting for all broadcast audio/video (AV) systems/services to the legislative customers; consults with customers, management, vendors, and staff to ensure project plans are understood and consistent with the business objectives of the Legislature; assists with the responsibility of the quality of the final distribution of broadcast AV systems and application settings where the consequence of errors could have a serious impact on the business success of the Office of Legislative Counsel (OLC).  

The incumbent performs as a project leader and/or team member on one or more complex projects, and acts as a subject matter expert on the use of new broadcast technologies, in the selection of hardware and software technologies and in the development of the specific configurations that meet the business needs of the OLC and its customers. The incumbent plans, designs, and executes programs, research, and other work independently. Core business hours are 8:00 am to 5:00 pm, Monday through Friday, and the incumbent is expected to be available during core hours. However, schedule may be adjusted and is contingent upon business needs. Extended hours on weekdays, weekends, and holidays are mandatory and essential during peak times of the year. Peak times generally fall within the legislative session which is January through September. Therefore, the incumbent may be scheduled to work up to 7 days a week and extended hours may not always be scheduled in advance.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Five (5) or more years of experience in live event video production in a corporate field.
  • Thorough working knowledge of media streaming protocols, video codecs, and container formats.
  • Experience with professional video cameras and pro audio hardware in a studio setting.
  • Experience configuring and managing broadcast production systems.
  • Knowledge and/or experience with injecting closed captions into a live video stream.
  • Experience with troubleshooting video, network, and audio signal issues as they relate to a live streaming production. 
  • Experience administrating broadcast automation systems.
  • Experience configuring video streaming servers.
  • Knowledge of maintaining and operating studio audio and video for live and recorded events.
  • Experience with vendor assessment and management.
  • Ability to establish effective working relationships with other staff, managers, customers, and vendors that culminates in successfully meeting customers' expectations of products and services.
  • Ability to learn, interpret, and apply new technologies to information technology problems.
  • Ability to create a service-oriented culture among organizational entities and staff to provide a high level of customer service.
  • Demonstrated ability to resolve problems in a quick and efficient manner.
  • Ability to execute precise actions through appropriate communications and change controls.
  • Ability to assimilate new complex technologies quickly, match the technologies to business requirements, and disseminate detailed technical information to appropriate audiences effectively.
  • Demonstrated ability to perform complex, detail-oriented network infrastructure administration and support tasks.
  • Ability to think tactically and strategically to provide information technology solutions and services that meet the customers' needs and fit into the information technology architecture of the OLC.
  • Ability to handle stressful situations in a professional manner.
  • Excellent oral and written communication skills.
